"The care at Ashley Manor Nursing Care Home is not good enough," Sue McMillan, regional director for CQC in the North West said.
The home, in Cambridge Road, said improvements were being made. In a visit on 28 March, CQC inspectors found:
- Poor standards of assessment, planning and delivery of care
- A number of areas across the home that "fell well below the standards we would expect to be in place to maintain a clean and appropriate environment"
- There were not enough staff to meet residents' needs
- Insufficient evidence to show staff are properly supported to provide care and treatment to people who use the service
- Checking systems to manage risks and assure the health, welfare and safety did not meet the required standard
"Providers have a duty to ensure they are compliant - or face the consequences.
"It is clear standards require significant further improvement, so we will continue to monitor this service very closely to ensure these improvements are made and sustained."
In a statement, the home said: "Ashley Manor was previously a two-star (good) service, however unforeseen changes in the senior management structure led to a deterioration of support structures previously in place.
"The senior management has now been replaced by Health & Social Care Consultancy & Training Services which have had operational management responsibility for the service in the last eight weeks.
"ACG Management and Health & Social Care Consultancy & Training Services are working closely with the regulator, Sefton Council, residents and relatives to ensure that service improvements are made."
