More than 6,000 patients attended the unit last year, costing the NHS more money than if they had visited ordinary dentists.
An investigation by Liverpool Primary Care Trust (PCT) found patients are going to the dental hospital as an alternative to other care.
It is believed patients favour it because it is free and you do not need to register.
The PCT last night encouraged people to sign up to an NHS dentist, saying there were spare places across the city.
A PCT report said: “Three focus groups have been undertaken with young people in Liverpool who said that they did not have an NHS dentist because it was quick, easy and free to use the dental hospital.
“In 2010/11, there were 6,206 patients attending the dental hospital A&E facility.
“Consultations at the dental hospital have a higher cost ratio.”
The dental hospital provides an emergency service performed by student dentists.
Appointments cannot be made but it is possible to join a queue to access care.
Treatment is not guaranteed, but health chiefs said patients appear willing to spend the time to take the chance.
