DR ROB BARNETT thinks there are also positives within the White Paper.
He said the proposals are only at early stages, and added only parts of the White Paper might become reality in any future Health Bill. He said: “It is clear they want to see clinicians and GPs at the forefront of commissioning. To my mind, that makes sense.
“Every time a patient goes to see a GP, there is an element of costs associated and that maybe has not always been thought about when doing things.
“How do we make sure the new structures are accountable? Each commissioning group is going to have an accountable officer who will responsible.
“We need to make sure GPs are properly linked into what is going on and don't just pay lip service.”
And he thinks the proposed public watchdog, Health Watch, could well prove effective. The body will have local committees designed to hold decisions to account.
He said: “I like the idea of Health Watch, it has potential to be what community health councils used to be, it could give the public a voice.
“I think it was a great mistake to get rid of the councils.”
